Replaces the International Code Council Exam F31 requirement for welders on oil and gas process lines with applicable industry certifications: American Petroleum Institute Standard 1104, American Society of Mechanical Engineers Section IX, or other nationally recognized welding examinations

Changes terminology from "oil and gas operations" to "energy and carbon management operations" throughout enforcement provisions to align with the commission's current regulatory scope

Applies to welders working on pressurized process lines in upstream and midstream operations who must obtain certification through the Energy and Carbon Management Commission

Takes effect August 12, 2026, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
