Authorizes History Colorado (state historical society) to sell mineral rights and nonparticipating royalty interests in Weld County, Colorado (donated in 1980 through Eleanor Bein's estate) and West Virginia (mistakenly recorded to St. Elizabeth's Retreat Chapel, discovered in 2024)

Requires the state controller to approve all sale agreements prior to closing

Mandates History Colorado provide an update on the disposition to the Capital Development Committee

Sale proceeds must be credited to the state museum cash fund for capital improvements, including retrofitting the collections care facility and controlled maintenance

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
