Creates a wild horse special license plate available beginning January 1, 2027, for motorcycles, passenger cars, trucks, and recreational vehicles under 16,000 pounds empty weight

Requires a $50 initial donation and $50 annual renewal donation to the Wild Horse Fund, which supports the Wild Horse Population Management Program

Imposes two one-time fees of $25 each: one for plate issuance/replacement (credited to Highway Users Tax Fund) and one special license plate surcharge (credited to Colorado DRIVES vehicle services account)

Plate design will be developed by the Department of Revenue in consultation with the Department of Agriculture to indicate support for human preservation of wild horses

Donations to the Wild Horse Fund are classified as custodial funds exempt from TABOR (Article X, Section 20) restrictions
