Requires the General Assembly to appropriate funds to the Wildfire Resilient Homes Grant Program starting in FY 2027-28, with amounts tied to prior-year grants from the Wildfire Mitigation Capacity Development Fund: at least 10% in FY 2027-28, 30% in FY 2028-29, and 50% in FY 2029-30 and thereafter

Caps appropriations to the Wildfire Mitigation Capacity Development Fund for grants at no more than 90% of prior-year grant amounts in FY 2027-28, 70% in FY 2028-29, and 50% in FY 2029-30 and thereafter

Requires the Division of Fire Prevention and Control to prioritize home hardening grants for homeowners who are income qualified (household income at or below 70% of area median income) or who cannot perform the work due to age, disability, or illness

Transition provisions for FY 2027-28 and FY 2028-29 appropriation requirements are set to repeal on July 1, 2030

Takes effect August 12, 2026, assuming standard legislative adjournment and no referendum petition
