Requires Colorado's title board to write ballot titles using "accessible language," defined as plain language understood by the widest possible audience

Changes statutorily required language for tax-related ballot measures from exact wording that must appear at specific locations to language that must only be "substantially similar" and may appear anywhere in the ballot title

Applies to initiatives that reduce state tax revenue, reduce local district property tax revenue, or increase tax revenue for any district through tax changes

Excludes required tax-related language from consideration when determining whether a ballot title meets the "brief" and "accessible language" requirements

Takes effect August 12, 2026 (90 days after legislative adjournment), subject to possible referendum, and applies to initiative petitions submitted on or after the effective date
