Modifies eligibility requirements for nonprofit organizations receiving school security disbursement program grants, requiring them to be Colorado-based and provide training at no cost to recipients

Expands required nonprofit expertise areas to include violence prevention and behavioral health training, in addition to existing school safety incident response training

Broadens eligible training recipients to include local law enforcement agencies alongside local education providers and first responders

Requires the Department of Public Safety to disburse all grant money for the upcoming school year no later than August 1 of that calendar year

Takes effect August 12, 2026, assuming the legislature adjourns on May 13, 2026, and no referendum petition is filed
