Criminalizes street takeovers, coordinated street takeovers (5+ vehicles), racing, drag racing, and stunt driving (burnouts, doughnuts, drifting, wheelies) on public highways and roadways

First offense for racing or stunt driving is a class 1 misdemeanor with up to 1-year license revocation; second offense within one year becomes a class 6 felony with up to 2 additional years revocation; third offense within five years is a class 5 felony with up to 3 additional years revocation

Coordinated street takeover is a class 6 felony with mandatory fines of $2,500-$4,000 for first offense, escalating to $4,500-$6,000 and class 5 felony for third offense within five years

Prohibits being a knowing spectator (class B traffic infraction), riding as a passenger, impeding traffic, or providing fuel for vehicles involved in these activities

Authorizes vehicle impoundment, immobilization, or seizure as evidence; permits use of automated vehicle identification systems to investigate violations; vehicular eluding after these offenses is a class 4 felony
