Transfers $12 million from the Legislative Department Cash Fund to the general fund on June 30, 2026

Establishes an $8 million fund limit for fiscal year 2025-26, with future limits adjusted proportionally based on percentage changes in legislative department appropriations

Caps unexpended appropriation reversions to prevent the fund balance from exceeding the fund limit, with any excess automatically transferred to the general fund annually

Codifies that records request fees are deposited into the fund and authorizes the House, Senate, and legislative service agencies to seek, accept, and expend gifts, grants, or donations

Directs all interest and income from the fund, including from congressional and legislative redistricting accounts, to be credited to the general fund
