Renames the March 31 voluntary legal holiday from "Cesar Chavez Day" to "Farm Workers Day" in Colorado state law

Cites allegations of sexual abuse by Cesar Chavez as the reason for removing his name from the holiday, while acknowledging the intent to honor women who spoke out, including labor leader Dolores Huerta

Preserves all existing provisions allowing state employees to take the day off with pay in lieu of another legal holiday

Maintains the holiday's purpose of honoring farm workers' contributions and the Farm Workers Movement's achievements, including the first collective bargaining agreements, pesticide protections, and workers' compensation coverage for agricultural workers

Amends Colorado Revised Statutes section 24-11-112 and includes a safety clause for immediate effect
