Mandates the department electronically deliver competency evaluation reports to courts and interested parties through the e-filing system, rather than requiring the clerk to distribute copies

Requires electronic notification to courts and bridges court liaisons when defendants are found incompetent and outpatient restoration services are recommended

Authorizes administrative agencies to serve hearing notices and final decisions electronically upon documented request or consent of the person being notified, as an alternative to personal service or first-class mail

Takes effect August 12, 2026, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
