Adds health-care facilities employing licensed health-care or mental health professionals to the list of community members who may petition for an extreme risk protection order, provided they cared for the respondent within six months before filing

Adds co-responders participating in co-responder community response programs (excluding law enforcement officers responding to behavioral health calls) as eligible petitioners if they interacted with the respondent within six months

Creates new category of "institutional petitioners" including school districts, private schools, charter schools, institutions of higher education, hospitals, health-care facilities, and behavioral health treatment facilities

Expands definition of "educator" to include faculty at community colleges, local district colleges, and area technical colleges

Authorizes institutional petitioners to disclose protected health information when filing petitions, with liability protection for good-faith disclosure decisions, and allows respondents to include minors
