Creates the Adult Mental Health Services Program to reimburse mental health providers for up to 6 sessions per adult, with additional sessions available subject to funding, delivered either in-person or via telehealth

Establishes the Mental Health Services Enterprise within the Behavioral Health Administration, governed by a board appointed by the Governor, to operate and fund the program

Imposes a monthly surcharge on Colorado internet service account holders of up to $0.25 per account beginning January 1, 2027, with internet service providers collecting and remitting the fee (retaining 1% for administrative costs)

Creates the Internet-Enabled Mental Health Access Grant Program to award grants to entities using websites, apps, or online services to facilitate mental health screening, provider referrals, or telehealth appointments

Requires the enterprise to contract with a vendor to create a web portal for mental health screenings, provider registration, appointment scheduling, and connecting adults with providers who accept their insurance
