Requires operators of websites, online services, and mobile applications with at least one million monthly users to provide a 24/7 staffed hotline for Colorado law enforcement to receive search warrant questions, acknowledge warrant receipt within 8 hours, and provide compliance status updates

Mandates operators comply with search warrants within 72 hours when the warrant is provided by Colorado law enforcement and seeks information associated with a Colorado user's account

Courts may extend the 72-hour compliance deadline upon written finding of good cause by the operator and determination that extension would not cause adverse results

Applies to "covered platforms" defined as public or semipublic sites allowing users to create profiles and post content viewable by others, including message boards, chat rooms, and content feeds

Enforcement by attorney general or district attorneys with civil penalties up to $5,000 per violation, plus injunctions, restitution, disgorgement of profits, and damages
