SB26-024: State & Local Unmanned Aircraft Regulation

• Creates the "Unmanned Aircraft Systems Rights and Authorities Act" authorizing individuals to operate drones for recreational purposes and businesses to operate drones for commercial purposes when complying with state and federal law.

• Prohibits the state and local governments from requiring drone registration beyond what the FAA already requires.

• Bars local governments from regulating drone ownership, operation, design, manufacture, testing, maintenance, licensing, registration, certification, equipment requirements, or pilot qualifications and training.

• Allows the state and local governments to regulate drones they own or operate, and to control drone launches and landings on government-owned property.

• Declares non-airspace drone regulation a matter of statewide concern, and voids any local ordinances that conflict with the act; effective date is August 12, 2026.
