Permits land surveyors to set reference monuments instead of standard monuments when the location is on a traveled road within a federal, state, or other public right-of-way, adding to existing exceptions for steep terrain, water, marsh, or existing structures

Requires professional land surveyors to submit monument records in electronic format when using or establishing public land survey monuments

Authorizes county clerks and recorders to maintain copies of monument records in electronic format

Prohibits the board from requiring monument record forms to be submitted in paper format

Takes effect August 12, 2026, assuming the legislature adjourns on May 13, 2026, unless subject to referendum petition
