Creates the State Park and State Wildlife Area Access Grant Program administered by the Division of Local Government to award grants to local governments for constructing, maintaining, and improving roads and infrastructure that provide access to state parks and wildlife areas

Establishes the State Park and State Wildlife Area Access Cash Fund, funded by redirecting Keep Colorado Wild Pass revenue that exceeds the first $36 million (previously split between the wildlife cash fund and parks and outdoor recreation cash fund)

Preserves existing allocations of the first $36 million from Keep Colorado Wild Pass sales: $32.5 million to parks and outdoor recreation, $2.5 million to backcountry search and rescue, and $1 million to the Colorado Avalanche Information Center

Requires grant recipients to report annually by August 1 and the Division to report to legislative committees by October 1 each year on grant amounts, project descriptions, and impacts on equitable access and infrastructure conditions

If no grant applications are received by December 31, 2029 (or any subsequent year), remaining funds transfer equally to the wildlife cash fund and parks and outdoor recreation cash fund
