Requires the Department of Corrections executive director to report monthly on compliance with prison population management mandates, including actions taken and documented impacts when measures are triggered

Mandates notification within 48 hours to an expanded list of entities (including judiciary committees, public defender offices, community corrections boards, and county sheriffs) when prison bed vacancy falls below 3% for 30 consecutive days

Grants inmates within 120 days of their mandatory release or statutory discharge date an additional 60 days of earned time when population management measures are activated, unless they have Class I disciplinary violations in the previous 12 months

Requires expedited parole review for eligible inmates in Level I or Level II facilities who are past their parole eligibility date, with approximately 4,600 inmates currently in this category

Encourages district attorneys, judges, and probation officers to consider alternatives to prison sentences for pending cases when population management measures are in effect, consistent with public safety
