Allows chief judges to authorize local elected judges from their own judicial district to preside over weekend bond hearings, which are currently handled by appointed magistrates serving as bond hearing officers

Gives chief judges discretion to assign weekend bond hearing cases either to local judicial officers or to bond hearing officers

Addresses accountability concern that appointed bond hearing officers are not subject to local retention elections, while elected judges are accountable to district voters

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
