Repeals the statutory provision (section 14-2-108) that established the judicial approval process for underage marriages

Removes the court's authority to appoint a guardian ad litem for underage parties seeking marriage licenses

Takes effect August 12, 2026 (90 days after legislative adjournment) and applies to marriage licenses issued on or after that date
