Creates a computerized central registry within the Colorado Department of Education to track disciplinary records of public school personnel who have violated their school district's conduct and discipline code or employee contract

Requires schools to register any disciplined personnel within 30 days of the disciplinary action, submitting the employee's name, date of birth, school district, and pertinent disciplinary record

Defines "school personnel" to include teachers, administrators, school resource officers, and other school employees

Restricts registry access exclusively to school administrators, prohibiting all other persons from viewing the information

Takes effect August 12, 2026, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
