Eliminates automatic registration of voters as "unaffiliated" through Colorado's automatic voter registration (AVR) system, replacing it with a "pending" status that requires individuals to affirmatively choose their party affiliation or unaffiliated status and sign a self-affirmation

Pending voter registrations are canceled if notice is returned undeliverable within 20 days, or marked "inactive" if returned undeliverable after 20 days or if the person fails to respond or provides incomplete information

Requires county clerks to mark voter registration records as "inactive" for any elector who fails to vote in two consecutive general elections held in even-numbered years

County clerks must mail confirmation cards to voters marked inactive due to non-voting, allowing them to verify active status; undeliverable cards trigger address verification procedures

Effective date is August 12, 2026 (90 days after legislative adjournment), unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
