Removes the publication period requirement that currently requires newspapers to have been published continuously for 52 weeks (weekly/semiweekly/triweekly) or 6 months (daily) to qualify as a legal newspaper for county notices

Creates a tiered alternative publication system for counties lacking a qualifying legal newspaper: first use a local news publication without paid circulation, then an adjoining county's legal newspaper, then an adjoining county's local news publication, then any legal newspaper selected by geographic proximity

Allows counties to publish in any newspaper within the county without regard to publication period requirements as a last resort when no other options are available

Effective date is August 12, 2026, unless a referendum petition is filed, in which case it would require voter approval in November 2026
