Prohibits the sale, distribution, and use of second-generation anticoagulant rodenticides (brodifacoum, bromadiolone, difenacoum, difethialone), first-generation anticoagulant rodenticides (diphacinone, chlorophacinone, warfarin), nonanticoagulant rodenticides (bromethalin, zinc phosphide), and rodent glue traps in Colorado.

Allows restricted use of prohibited rodenticides only by licensed pest control professionals during public health emergencies declared by the Department of Public Health and Environment or local health boards, limited to indoor locations for a maximum of 42 consecutive days.

Requires the Commissioner of Agriculture to designate these rodenticides as restricted-use and limited-use pesticides by January 1, 2027, and establish additional labeling requirements including clear identification on bait boxes.

Mandates that professional rodent control services prioritize integrated pest management strategies, including site inspection, electronic monitoring, sanitation, exclusion methods, and habitat modification before considering any rodenticide use.

Requires documented evidence of active rodent infestation, written rationale explaining why non-chemical methods failed, and implementation of exclusion and sanitation measures throughout any authorized exemption period.
