Expands the Colorado Agricultural Future Loan Program to allow "eligible entities" to qualify for funding, in addition to eligible farmers, ranchers, and businesses

Defines eligible entities as either organizations certified by the Division of Conservation, or water districts/irrigation districts/ditch and reservoir companies that have a letter of support from a Division of Conservation-certified entity

Requires the Commissioner of Agriculture to adopt rules prioritizing loans to eligible entities that acquire and conserve agriculturally productive land with plans to transfer ownership to qualifying farmers or ranchers

Adds eligible entities to the list of recipients who may receive low-interest loans for permissible uses specified by the program

Takes effect August 12, 2026 (90 days after legislative adjournment) and applies to applications submitted on or after that date
