Creates a tuition waiver program for dependents of qualified veterans to attend Colorado state colleges and universities, covering all tuition costs and mandatory fees

Qualified veterans include those killed in action, who died in active service, missing in action, prisoners of war, who died from service-connected disabilities during wartime, rated 100% permanently disabled by the VA, or determined unemployable due to service-connected disability

Eligible dependents include spouses, surviving spouses, civil union partners, and children (including adopted, step, and foster children) under 26 years old

Recipients must be accepted to a state institution, complete FAFSA or Colorado state financial aid application, and maintain satisfactory academic standing

The Colorado Commission on Higher Education must implement the policy by July 1, 2026, and the tuition waiver cannot extend beyond six years from enrollment date
