Adds operating or driving a motor vehicle with criminal negligence that proximately causes death to the crime of criminally negligent homicide (class 5 felony)

Designates vehicular homicide and vehicular assault as "crimes of violence," making offenders ineligible for probation and subject to mandatory sentencing

Upgrades the penalty for causing death while using an electronic mobile device from a class 1 misdemeanor traffic offense to criminally negligent homicide

Requires mandatory driver's license revocation for convictions of criminally negligent homicide while operating a motor vehicle

Takes effect September 1, 2026, and applies only to offenses committed on or after that date
