Expedited track applicants receive partial refunds if decisions are delayed: 50% refund at 121-180 days, 75% refund at 181-240 days, and 100% refund beyond 240 days

Local governments must determine application completeness within 20 days for expedited applications; failure to respond within this period results in automatic approval

Approved renewable energy projects must pay a "success fee" to the local government, with expedited track projects paying a higher fee that scales based on how quickly the decision was made

Success fee revenue is restricted to funding permitting staff, compliance monitoring, road repairs from heavy equipment, emergency management, and facility decommissioning oversight
