Transfers oversight of the Colorado Veterans' Monument Preservation Trust Fund from the Department of Personnel to the State Historical Society (History Colorado) and abolishes the preservation trust committee

Expands allowable uses of the trust fund from only the Colorado Veterans' Monument to include maintenance, enhancement, and repair of all monuments and memorials in Lincoln Veterans' Memorial Park and on state capitol grounds

Permits History Colorado to spend principal from the trust fund once every 20 years beginning in fiscal year 2027-2028 (subject to appropriation), and for unexpected maintenance costs not covered by insurance

Requires proposals for new memorials or art on capitol grounds to dedicate at least 5% of their total budget to lifetime maintenance before receiving approval from the Capitol Building Advisory Committee

Mandates History Colorado submit annual reports by December 31 to the State Capitol Building Advisory Committee detailing maintenance plans and trust fund expenditures
