Excludes newspaper and shopping news deliverers from the definition of "employee" under Colorado's Workers' Compensation Act, Paid Family and Medical Leave Insurance Act, and wage provisions

Expands an existing exclusion already in the Colorado Employment Security Act to these additional state labor laws

Exclusion applies only when all remuneration is based on sales or output rather than hours worked, and services are performed under a written contract specifying non-employee status for federal tax purposes

Effective date is August 12, 2026, subject to potential referendum petition
