Governmental entities (state, counties, municipalities, districts) are prohibited from issuing or renewing building permits, construction permits, or contractor's licenses without a signed declaration verifying workers' compensation insurance coverage or approved rejection of coverage for the applicant, general contractor, and all subcontractors at any tier

Applicants must provide proof of coverage through a valid certificate of workers' compensation insurance, a self-insurance permit, or an approved rejection of coverage form from the Division of Workers' Compensation

General contractors and permit holders must ensure all persons performing work under a permit have provided proof of coverage or rejection before commencing work, and must retain copies for the duration of the project

Licensing authorities and permitting agencies must investigate complaints and revoke or suspend permits/licenses upon finding violations; suspensions remain in effect until the contractor provides valid proof of coverage and resolves any penalties

The Director of the Division of Workers' Compensation may adopt rules for electronic verification of coverage, reporting requirements, and coordination with licensing authorities
