Creates a new "alternating premises licensed premises" designation allowing alcohol manufacturers (wineries, breweries, distilleries, brew pubs, vintner's restaurants, limited wineries, and distillery pubs) to produce and store alcohol on behalf of another licensee on adjacent premises

Adds distillery pubs to the list of licensees eligible to use alternating proprietor licensed premises and expands existing alternating proprietor provisions to include spirituous liquors (previously limited to vinous and malt liquors)

Prohibits retail sales of alcohol from alternating premises licensed premises, though wholesale sales are permitted from both the licensee's primary location and the alternating premises where beverages were manufactured

Production at alternating premises counts toward annual production caps: 1.86 million gallons for brew pubs, 875,000 liters for distillery pubs, and 925,000 gallons for vintner's restaurants

Takes effect August 12, 2026 (90 days after legislative adjournment), unless a referendum petition is filed
