Exempts property owned or controlled by the state or political subdivisions from statewide maximum permissible noise level limits

Exempts property used under a local government permit or license that addresses sound levels and hours, allowing local permits to be more or less restrictive than state standards

Exempts nonprofit-owned property used for cultural, entertainment, athletic, or patriotic events (concerts, music festivals, fireworks displays), including use by lessees or those with written permission

Preserves local government authority to regulate noise abatement independent of state standards

Amends Colorado Revised Statutes sections 25-12-103 and 25-12-108 regarding maximum permissible noise levels and preemption
