Authorizes the Governor to temporarily classify a material, compound, mixture, or preparation as a Schedule II controlled substance analog via executive order, provided it has a substantially similar chemical structure or effect to an existing Schedule II substance and is intended for human consumption

Governor's designation automatically expires 2 years after the designation date and cannot be extended or renewed

Governor may repeal the designation early, and the General Assembly may terminate the designation by joint resolution

Courts retain independent authority to find that a substance qualifies as a controlled substance analog regardless of gubernatorial action

Effective date of August 12, 2026 (90 days after legislative adjournment), subject to potential referendum
