School districts, institute charter schools, and district charter schools must adopt and implement an "ACCESS policy" (Achieving Community Commitment to Equitable School Success) by July 1, 2027, directing additional resources and supports to at-risk students

ACCESS policies may include community partnerships for health clinics, legal services, and college access; wraparound services with increased counselors and mental health professionals; after-school and tutoring programs; and teacher retention strategies

Policies may incorporate family and community engagement strategies reflecting cultural and linguistic diversity, including bilingual supports, translators, and family liaisons

County subdivision regulations must include provisions for setting aside land specifically for public schools of school districts when reasonably necessary to serve future residents

Land dedicated to counties or school districts may be sold, with subdividers having a 60-day right of first refusal at no more than fair market value at the time of original dedication, expiring 20 years after dedication
