Requires all local education providers (school districts, charter schools, and nonpublic schools) to install at least one exterior key box at each school by July 1, 2028, meeting Underwriters Laboratories Standard 1037

Key boxes must contain keys and access control devices for every building and room on school grounds, plus accurate campus maps showing access points, critical utilities, AEDs, trauma kits, and surrounding areas

Local education providers must consult with local law enforcement agencies on key box placement and provide each agency with a key or access code to the box contents

Key box contents and information are exempt from Colorado Open Records Act disclosure, and school employees receive civil liability immunity unless they acted with gross negligence or bad faith

Schools may use money from the existing school security disbursement program to fund key box installation
