Licensed spirituous liquor manufacturers may now operate up to two approved sales room locations (increased from one) to conduct tastings and sell their own products, at no additional cost

Manufacturers may apply for a new state permit to serve and sell alcohol beverages acquired from licensed wholesalers at their premises or sales rooms, with permit applications posted for 45 days and published in a local newspaper

Sales of wholesaler-acquired alcohol must not exceed 50% of the manufacturer's gross annual alcohol beverage revenue, and sandwiches and light snacks must be available when selling these products

State licensing authority must consider local licensing authority feedback on neighborhood impacts (traffic, noise, parking, distance from schools), zoning/fire/building code compliance, and public comments before issuing permits

Effective date is August 12, 2026, unless a referendum petition is filed, in which case voter approval would be required at the November 2026 general election
