Reinstates a prohibition on selling Colorado lottery tickets and instant scratch game tickets on credit or any other noncash basis, after the lottery commission removed this restriction through rulemaking

Requires all lottery and instant scratch game tickets to be sold for cash only, with cash defined to include checks, money orders, and debit cards

Prohibits online sales of any lottery tickets or instant scratch game tickets, regardless of payment method

Applies to both direct sales by the Colorado Lottery and sales through licensed lottery retailers

Requires the lottery commission to adopt rules implementing these payment and sales restrictions
