Prohibits poultry owners from using ventilation shutdown (VSD) or ventilation shutdown plus (VSD+) to depopulate flocks for disease control, effective July 1, 2029

VSD and VSD+ kill poultry by sealing buildings, shutting off ventilation, and inducing death through fatal hyperthermia or heat stroke; VSD+ adds heat sources, humidity, or steam to accelerate the process

Prohibits state Department of Agriculture or Commission agents from ordering, approving, authorizing, or assisting owners in using these methods

Poultry owners who violate the prohibition become ineligible for state indemnity payments from the Diseased Livestock Indemnity Fund

Covers all domesticated poultry including chickens, turkeys, ducks, geese, guineas, squabs, and pheasants
