Prohibits Colorado public schools, charter schools, and boards of cooperative services from discriminating against students with disabilities in programs, services, and activities, codifying federal Section 504 and ADA protections into state law

Requires local education providers to designate a compliance coordinator, adopt a disability rights grievance process, provide annual staff training, and notify families of nondiscrimination policies by April 1, 2027

Mandates free and appropriate public education for students with disabilities in the least restrictive environment, including evaluations, reevaluations every three years, procedural safeguards, and adequate transportation to placements

Establishes a state-level complaint process through the Colorado Department of Education with a 180-day resolution timeline, allowing the department to order corrective actions, compensatory services, staff training, and policy changes for violations

Authorizes the State Board of Education to withhold state funds from providers that intentionally violate the law and refuse corrective action plans, with rulemaking required by December 31, 2026
