Eliminates the requirement that out-of-state teachers must have their 3 years of teaching experience within the previous 7 years to qualify for a Colorado professional teacher license

Requires the State Board of Education to enter into interstate reciprocity agreements with states participating in the Interstate Teacher Mobility Compact

Department of Education must issue initial teacher licenses within 30 days of receiving complete applications from teachers licensed in Compact states who hold a bachelor's degree, completed an approved teacher preparation program, passed content exams, and clear a Colorado criminal background check

Department cannot require additional coursework or exams for initial licensure but may require them for license renewal

Department must publish an annual table showing how out-of-state licenses correspond to Colorado endorsement areas; these provisions automatically repeal when the Interstate Teacher Mobility Compact Commission's rules take effect
