Creates the "Building Excellent Teacher and Employee Residences Act" (BETER) establishing a Workforce Housing Assistance Board to provide financial assistance for school district housing projects for teachers and staff

Funds the program through annual transfers of up to $40 million from the Public School Fund to the State Education Fund, then to the Workforce Housing Assistance Fund

Authorizes state financing through certificates of participation agreements with maximum annual state payments of $12 million in FY 2027-28, $24 million in FY 2028-29, and $36 million in FY 2029-30 and thereafter

Requires applicants to provide matching money and meet affordability standards (housing costs not exceeding 30% of household income), with at least 80% of units prioritized for school district and public school employees

Expands school district powers to acquire, construct, own, and finance workforce housing through general obligation bonds, revenue bonds, lease-purchase agreements, and enterprise structures
