Creates an optional $5 "collision prevention fee" collected during motor vehicle registration beginning January 1, 2027, which individuals may decline to pay without affecting their ability to register their vehicle

Directs 75% of fee revenue to a new Collision Prevention Fund managed by the statewide bridge and tunnel enterprise to fund wildlife crossing projects including overpasses, underpasses, fencing, and signage

Allocates 25% of fee revenue to the wildlife cash fund for the Division of Parks and Wildlife to support wildlife connectivity and crossing-related conservation efforts

Requires the bridge enterprise to consult with the Division of Parks and Wildlife, Colorado Wildlife and Transportation Alliance, tribal governments, and local governments when selecting wildlife safe passage projects

Modifies the existing Keep Colorado Wild Pass fee process so registrants must actively opt out each year, removing the presumption that declining once means declining in future years
