Changes the definition of "eligible employee" from 30+ hours per week to 20+ hours per week for small employer health insurance purposes, effective January 1, 2011.

Allows insurers and producers to offer premium quotes to small employers for employees working 20+ hours per week upon request, while maintaining the option to quote only for 30+ hour employees.

Clarifies that employees on workers' compensation, continuation of benefits, temporary/seasonal work, or covered through collective bargaining arrangements are not counted toward the 50-employee small employer threshold.

Establishes the "Connecticut Clearinghouse," administered by the Health Reinsurance Association, to provide a web-based resource with interactive tools for individuals and small employers to research available health insurance options, effective July 1, 2010.

Requires the Insurance Commissioner to establish procedures ensuring clearinghouse listings are regularly updated (at minimum every 90 days) and verified for state approval and insurer authorization.
