Limits employer use of disclosed information to obtaining competitive insurance quotes or promoting employee wellness initiatives, and exempts the information from public disclosure under state freedom of information laws.

Entitles employee organizations serving as exclusive bargaining representatives to receive claim information from employers and protects insurers by allowing them to challenge subpoenas for such information in judicial proceedings.
