Extends the suspension of reserve requirement deadlines for interlocal risk management pools from July 1, 2010 to July 1, 2016.

Allows interlocal risk management pools organized for less than ten years as of July 1, 2005 to defer full reserve compliance until the new July 1, 2016 deadline.

Establishes a graduated reserve increase schedule for public liability, automobile and property risk management pools between July 1, 2016 and July 1, 2021, requiring incrementally higher reserves each fiscal year.

Requires interlocal risk management agencies to report annually to the Insurance Commissioner beginning October 1, 2013, and mandates assessment of pool members if a deficit of $8 million or more is reported.

Authorizes interlocal risk management pools to provide workers' compensation coverage for hypertension and heart disease claims affecting uniformed firefighters and paid police officers.
