Modifies premium assistance provisions for group health insurance continuation coverage for individuals eligible under the American Recovery and Reinvestment Act of 2009, with assistance governed by federal ARRA provisions rather than state statute.

Expands membership of six state commissions (Latino and Puerto Rican Affairs, African-American Affairs, Asian Pacific American Affairs, Commission on Aging, Permanent Commission on the Status of Women, and Commission on Children) from thirteen to twenty-one members effective October 5, 2009, with specific county and regional appointment requirements.

Requires appointed commissioners to have demonstrated experience in their respective fields as advocates, academics, or civic/cultural leaders, with two-year terms and automatic resignation after three consecutive absences or missing fifty percent of annual meetings.

Allows late filing of machinery and equipment property tax exemption applications in nine municipalities (New Britain, Newtown, Watertown, Suffield, Windsor, West Hartford, Hartford, New Haven, Torrington, Stonington, and Bridgeport) for grand lists from 2006-2008 within thirty days of the act's effective date, with payment of late fees and municipal reimbursement of any overpaid taxes.

Makes road resurfacing bond provisions from Public Act 09-2 effective upon enactment of this act.
