Reduces General Fund appropriations by $59,084,730 for fiscal year ending June 30, 2010, including $17,000,000 in debt service, $31,230,000 in state employees retirement contributions, and $10,854,730 in employers social security tax.

Reduces Special Transportation Fund appropriations by $3,627,845 in debt service for fiscal year ending June 30, 2010.

Appropriates $59,084,730 to the General Fund for fiscal year ending June 30, 2010, including $56,550,730 for Medicaid, $2,500,000 for workers' compensation claims, and $34,000 for the Office of the Victim Advocate.

Appropriates $3,627,845 to the Special Transportation Fund for fiscal year ending June 30, 2010, including $1,627,845 for Department of Transportation other expenses and $2,000,000 for workers' compensation claims.

All sections take effect upon passage and are new statutory provisions.
