Authorizes the Commissioner of Education to provide supplemental transportation grants to regional educational service centers for interdistrict magnet school transportation for fiscal years ending June 30, 2009 and June 30, 2010.

Grants the town of Stamford an equalization aid amount of $7,552,108 for the fiscal year ending June 30, 2011.

Limits per-pupil grants for two specific interdistrict magnet schools to the fiscal year ending June 30, 2010, removing language that would have extended grants to subsequent fiscal years.

Modifies state nutrition grant provisions to allow proportionate reduction of grants if total disbursements exceed appropriated amounts for the fiscal year ending June 30, 2011.

Repeals section 10-16y of the general statutes.
