Amends Section 10a-149 of the general statutes to authorize the Board of Trustees of the Connecticut State University System to offer education doctoral degree programs, including a specific doctoral degree program in nursing education.

Maintains exclusive responsibility with the University of Connecticut Board of Trustees for programs leading to doctoral degrees and postbaccalaureate professional degrees, except for education doctoral programs.

Confirms the Connecticut State University System's special responsibility for preparing personnel for public schools, including master's degree programs and education doctoral programs in addition to other graduate education study.

Preserves the authority of all three higher education boards (University of Connecticut, Connecticut State University System, and Community-Technical Colleges) to award degrees from their respective institutions.

Effective date: upon passage (signed into law May 5, 2010).
