Establishes a Connecticut loan forgiveness program administered by the Department of Higher Education for graduates in green technology, life science, and health information technology fields, effective July 1, 2010.

Provides bachelor's degree recipients who have worked in-state in qualifying fields for at least two years with up to $2,500 per year or 5% of loan balance annually (whichever is less) for up to four years.

Provides associate degree recipients who have worked in-state in qualifying fields for at least two years with up to $2,500 per year or 5% of loan balance annually (whichever is less) for up to two years.

Caps total loan reimbursements at $10,000 per recipient across all state and federal loan forgiveness programs combined.

Authorizes the Board of Governors of Higher Education to adopt regulations to implement the program.
